Department of Interior penalty envelope with an additionally 10 cents of postage (a pair of 5¢ Lincolns).  The additional postage paid for the registry fee and an additional ounce of postage.  Penalty envelopes not sent from Washington D.  C.   only paid for one ounce of 1st class postage, stamps were needed for any further service.
